Sociological study to define targeted support measures for modest populations impacted by the metropolitan Low Emission Zone on the Plaine Commune territory

The Greater Paris Metropolitan Area has decided to set up an  Low Emission Zone (LEZ) within the A86 perimeter which will prohibit, starting January 2021, the circulation of old non-classified motorised vehicles, Crit’Air 5 and Crit’air 4 within it, from Monday to Friday between 8am and 8pm. However, environmental policies restricting the use of personal vehicles, such as LEZs, produce different effects on populations. Thus, they risk not absorbing or even reinforcing real or perceived forms of existing socio-spatial exclusions. These disparities are likely to erode both the effectiveness and the social acceptability of this public policy.

In order to avoid these risks, the territorial public establishment of Plaine Commune therefore wishes to:

  1. identify the profiles of the populations – inhabitants and professionals – concerned by the future LEZ
  2. understand the specific stakes and constraints of their daily mobility
  3. set up adequate support mechanisms, increasing the efficiency, equity and acceptability of the measure.

To this end, the study is organised in three parts. Firstly, a questionnaire survey is carried out with vehicle users concerned by the future LEZ . In the second stage, some twenty semi-directive interviews are conducted with members of this population. In a third phase, a working group with local stakeholders will be conducted in order to define accompanying measures, the acceptability and potential impact of which will be verified with the help of a focus group of users in the area.
