The car rental market is undergoing a strong reshaping. Until recently, it was broken down according to the rental periods made possible by the prices charged: from renting by the minute, offered by one-way car-sharing, to long-term rentals of several months or even several years, offered by leasing. Rentals lasting from a few hours to a few days were supported by round-trip car-sharing and rentals from a few days to a few weeks by classic car rental companies. But new services are reshuffling the cards in this ecosystem by offering innovative business models. At the same time, the City of Paris is pursuing its policy of rebalancing the road network in favor of active mobility and public transportation, which will have an impact on the use that can be made of the private car. In this context, the City of Paris wishes to better dimension its Mobilib’ offer by placing it in relation to other car-sharing services and future public policies, and to conduct a review of the location of stations. To do this, 6t proposes a four-part study:
*A quantitative survey of Mobilib’ users, which can be compared with the results of the 2019 round-trip car-sharing user survey and the 2020 stationless one-way car-sharing user survey ;
*A questionnaire distributed to a representative sample of Parisians in order to identify the knowledge of the offer among non-users, the obstacles to the adoption of car-sharing and the types of service that could make them change their minds;
*An analysis of the rental market, comparing the different forms of car sharing, distinguishing between offers for private individuals and those for professionals;
*Operational work to build a network of car-sharing stations by 2022, 2024 and 2030, taking into account demand scenarios depending on the public policies in place.
