TL network at the opening of the M3: analysis of accessibility issues and future demand

The Lausanne region is experiencing significant demographic and economic growth, which is expected to continue in the coming years. This growth is accompanied by numerous challenges, particularly in terms of transport, which require strategic planning to accompany these dynamics as best as possible. It is in this context that the PALM (planning tool for the Lausanne-Morges region) has laid the foundations for a significant development of the public transport offer within this territory, by 2030. This reinforcement of the public transport network will be based on several major axes: a metro line (M3), a tram line (Lausanne-Renens), three high service level bus lines (BHNS), and the deployment of the RER Vaud and LEB rail services.

As the main operator of the regional public transport network and therefore a central player in the agglomeration, the TL must plan this development of services by 2030 as of today. It is in this context that 6t and Egis are assisting them in the global reorganisation of the bus network and the integration of the new M3 line. The objective of this study is to evaluate the accessibility gains made possible by the development of the TC offer within the agglomeration.

To do this, the approach is based on two phases. Firstly, a model of the agglomeration’s public transport network is established, both in the current situation and for the year 2030. It is then possible to give a detailed account of the effects of the development of the network on the demand, according to several scenarios. Secondly, quantitative and cartographic analyses make it possible to report on the evolution of gravity accessibility within the territory as well as on the quality of public transport, according to the different modelling scenarios. This valuable data will thus be used to assist the TL in their strategic planning process between now and 2030.
