Study on the impact of free public transport

Between 2012 and 2018, car traffic has risen by 13.4% within the Lille European Metropolis (MEL). To limit those negative externalities associated with car use, the MEL is studying the opportunity to make all public transport free on its territory. Free public transport is a multi-faceted policy tool that has been experimented on the grounds of social inclusiveness, modal shift and emission reductions, as well as for local marketing purposes. This study evaluates the opportunity of offering free public transport on all these different grounds by confronting costs and benefits, and comparing this policy tool with alternative measures such as social pricing. It tackles both complete free transport projects and temporary free transport projects (e.g. on pollution peak days).
